Dola and Lanzit Ditch Replacement
Aspen assisted the San Bernardino County Department of Public Works with the preparation of a CEQA (MND) document for a bridge replacement at the Dola Ditch, located on the San Bernardino County maintained National Trails Highway, known as California U.S. Highway 66/National Trails Highway, and traditionally known as Route 66.
Ormond Beach Wetlands Restoration Feasibility Plan
Aspen managed the preparation of the Ormond Beach Wetlands Restoration Feasibility Plan for the California State Coastal Conservancy.
Integrated Resource Plan
Aspen is part of a two-firm team developing the first ever Integrated Resource Plan for the public utility district in Truckee, California. Aspen is providing overall leadership, support to resource contract negotiations, and developing the forecast of district electricity consumption.
Electrical Program Investment Charge (EPIC)
Aspen provided technical support to the California Energy Commission’s (CEC) Energy Research and Development Division’s (ERDD) Electrical Program Investment Charge (EPIC) Program.
Hollister Oil & Gas RMP Amendment
On behalf of the Bureau of Land Management (BLM) Hollister Field Office (HFO), Aspen prepared a resource management plan (RMP) Amendment and associated EIS to guide management of oil and gas resources on BLM-administered mineral estate within the HFO.
Redwood Creek Watershed Trails Project
Aspen prepared a joint CEQA/NEPA document for two adjoining hiking and equestrian trails south of Muir Woods National Monument.
Power Plant Siting Contract
Aspen is the prime contractor for this contract and is responsible for the daily management of this multi-year, multi-task, statewide contract, managing multiple Work Authorizations and 50 subcontractors.
Devers-Palo Verde #2 Transmission Project
The Devers–Palo Verde No. 2 Transmission Line Project is a 230-mile, 500-kilivolt (kV) electric transmission line routed between Devers Substation in California and Harquahala Generating Substation in Arizona, as well as 41.6 miles of new 500-kV transmission line routed between the Devers Substation and the Valley Substation in the Romoland area of Riverside County.
SCE Downs Substation Expansion Project
Under Contract to the California Public Utilities Commission (CPUC), Aspen prepared an Initial Study and Mitigated Negative Declaration (IS/MND) for Southern California Edison’s (SCE) proposed Downs Substation Expansion Project.
Sunrise Powerlink Transmission Project
Aspen managed the preparation of an EIR/EIS for the highly controversial 150-mile high-voltage Sunrise Powerlink Transmission Project, under the direction of the BLM (El Centro Field Office) and CPUC.
Oil and Gas Well Stimulation Treatments in California
Under contract to the California Department of Conservation (DOC), Aspen prepared a Program EIR assessing oil and gas well stimulation treatments throughout California, as required by SB 4 as amended, which required the Division of Oil, Gas and Geothermal Resources (DOGGR) to evaluate the impacts of well stimulation treatments that may occur from either existing or future oil and gas wells, including hydraulic fracturing and acid well stimulation.
California Valley Solar Ranch
Aspen prepared an EIR on behalf of San Luis Obispo County for the CVSR proposed by SunPower Corporation. SunPower proposed to construct and operate a controversial 250 MW solar photovoltaic power plant on approximately 4,000 acres of rangeland in the Carrizo Plain, an unincorporated portion of eastern San Luis Obispo County.
CADEMO Offshore Wind Energy Project
The California State Lands Commission (CSLC) has selected Aspen to prepare the Environmental Impact Report (EIR) for California’s first offshore wind turbines. The CADEMO Project will include four floating wind turbines using two different forms of foundations.
Regulatory Intervention Support
Aspen has been supporting a group of municipal generators known as the Northern California Generation Coalition as they participate in three cases being heard by the Public Utilities Commission: the General Rate Case of PG&E, the Gas Cost Allocation Proceeding (GCAP) of PG&E and the PUC’s own rulemaking for long-term gas system planning issues.
Homestead Substation Rebuild Project
Under Aspen’s environmental services on-call contract, Aspen prepared an IS/MND on behalf of Silicon Valley Power (SVP) for the proposed Homestead Substation Rebuild Project, which would rebuild the existing Homestead Substation within the existing substation site in the City of Santa Clara.
