Aspen Cultural Resources Department continued to grow in 2024. Our now seven full-time and 20+ on-call staff are located throughout California, and were able to complete projects for federal, state, and local agency clients as well as private developers, primarily focusing on renewable energy, transmission, and wildfire management projects.

Fuel modification and the reduction of wildfire risk have become increasingly important in California. Aspen has been assisting the City of Laguna Beach Fire Department (LBFD) with a series of fuel modification projects within the City of Laguna Beach (City) and unincorporated areas of Orange County, California, since 2019.

Surveys are conducted annually to assess the overall population estimate of Santa Ana sucker in the Santa Ana River. This past fall, Aspen biologists volunteered their services to the San Bernardino Valley Municipal Water District (District) and United States Geological Survey (USGS) with this annual survey.

The State, as part of its AB 525 Port Readiness Plan, has estimated that three to five staging and integration sites and four foundation assembly sites are needed to meet California’s goal to deploy 25 gigawatts (GW) of OSW power by 2045 and support the US in meeting its goal to deploy 110 GW of OSW power by 2050 and 15 GW of floating OSW power by 2035. As part of this effort, Aspen is working with the Port of Long Beach (POLB) on an extremely exciting and timely project – the Pier Wind Terminal Development Project.

Do you ever wonder how new technologies are developed? From new battery storage technologies to harnessing new energy sources, energy research and development is a major component in our collective fight against climate change, and Aspen is playing a key role in this process through our work with the California Energy Commission’s (CEC) Energy Research and Development Division (ERDD).

Recently, a group of non-profit public interest organizations, led by the Environmental Law and Policy Center (ELPC), won three gas utility rate cases before the Illinois Commerce Commission (ICC). Aspen’s Director of Energy Policy and Market Assessment, Catherine Elder, participated in these cases as an expert witness for ELPC.

In December 2022, the Bureau of Ocean Energy Management (BOEM) held a lease sale resulting in 5 lessees with winning bids: three in the Morro Bay Wind Energy Area (WEA) and two in the Humboldt WEA. With leases issued in June 2023, the lessees are now required to engage with Tribes, ocean users, and local communities.
