California Desert Conservation Area Plan Consolidation
This project completed a plan consolidation effort that began in 2016 for the California Desert Conservation Area (CDCA) Plan. The consolidation included all amendments to the CDCA Plan of 1980 as Amended (sans project-specific amendments) through the Haiwee Geothermal Leasing Area amendment of 2020.
Environmental Assessment and Air Quality Services
In our continuous commitment to supporting key energy and water infrastructure projects, Aspen is proud to have been awarded five on-call contracts since 2003 by the largest municipal utility in the U.S., the Los Angeles Department of Water and Power (LADWP).
SCE West of Devers Upgrade Project
Aspen prepared an Environmental Impact Report and Environmental Impact Statement (EIR/EIS) on behalf of the California Public Utilities Commission (CPUC) and the Bureau of Land Management (BLM) for the SCE West of Devers (WOD) Upgrade Project.
San Luis Transmission Project
In September 2010, Aspen was awarded a contract to provide on-call National Environmental Policy Act (NEPA) and other Environmental Services for Western Area Power Administration (WAPA), Sierra Nevada Region (SNR).
Littlerock Reservoir Sediment Removal Project
Aspen is providing design, CEQA/NEPA, permitting, and mitigation monitoring services to Palmdale Water District (PWD) for sediment removal at Littlerock Reservoir. Located on National Forest System (NFS) lands of the Angeles National Forest (ANF), Littlerock Reservoir is a man-made feature formed by the impoundment of water by the Littlerock Dam.
Strauss Wind Energy Project
Strauss Wind, LLC, an affiliate of BayWa r.e. Wind, LLC, proposes to construct and operate a 102 megawatt (MW) wind energy project, the Strauss Wind Energy Project (SWEP), south of the City of Lompoc. The Project site is the location of the previously proposed Lompoc Wind Energy Project (LWEP, 06CUP-00000-00009), which was approved by the County in 2009, but never constructed.
Diablo Canyon Power Plant Decommissioning Project
Under contract with the County of San Luis Obispo, Planning and Building Department (County), Aspen is assisting the County with application review, environmental review, and support with multi-agency coordination for the decommissioning of the Diablo Canyon Power Plant (DCPP), a nuclear energy power plant off the coast of San Luis Obispo County.
Santa Monica Mountains North Area Plan and Community Standards District Update
Under contract with the County of Los Angeles Department of Regional Planning, Aspen supported the County with the preparation of a biological assessment, noise technical study, and Environmental Impact Report (EIR) for the County’s update to the Santa Monica Mountains North Area Plan (NAP) and Community Standards District (CSD).
Electrical Program Investment Charge (EPIC)
Aspen provided technical support to the California Energy Commission’s (CEC) Energy Research and Development Division’s (ERDD) Electrical Program Investment Charge (EPIC) Program.
Hollister Oil & Gas RMP Amendment
On behalf of the Bureau of Land Management (BLM) Hollister Field Office (HFO), Aspen prepared a resource management plan (RMP) Amendment and associated EIS to guide management of oil and gas resources on BLM-administered mineral estate within the HFO.
Power Plant Siting Contract
Aspen is the prime contractor for this contract and is responsible for the daily management of this multi-year, multi-task, statewide contract, managing multiple Work Authorizations and 50 subcontractors.
Devers-Palo Verde #2 Transmission Project
The Devers–Palo Verde No. 2 Transmission Line Project is a 230-mile, 500-kilivolt (kV) electric transmission line routed between Devers Substation in California and Harquahala Generating Substation in Arizona, as well as 41.6 miles of new 500-kV transmission line routed between the Devers Substation and the Valley Substation in the Romoland area of Riverside County.
Sunrise Powerlink Transmission Project
Aspen managed the preparation of an EIR/EIS for the highly controversial 150-mile high-voltage Sunrise Powerlink Transmission Project, under the direction of the BLM (El Centro Field Office) and CPUC.
Oil and Gas Well Stimulation Treatments in California
Under contract to the California Department of Conservation (DOC), Aspen prepared a Program EIR assessing oil and gas well stimulation treatments throughout California, as required by SB 4 as amended, which required the Division of Oil, Gas and Geothermal Resources (DOGGR) to evaluate the impacts of well stimulation treatments that may occur from either existing or future oil and gas wells, including hydraulic fracturing and acid well stimulation.
California Valley Solar Ranch
Aspen prepared an EIR on behalf of San Luis Obispo County for the CVSR proposed by SunPower Corporation. SunPower proposed to construct and operate a controversial 250 MW solar photovoltaic power plant on approximately 4,000 acres of rangeland in the Carrizo Plain, an unincorporated portion of eastern San Luis Obispo County.
