La Mirada Recycled Water Expansion Project

The Central Basin Municipal Water District (CBMWD) is undertaking an expansion of their existing recycled water system south of Santa Fe Springs into the City of La Mirada to serve irrigation needs. The Project would include installing approximately 7.6 linear miles of new 8-12” recycled water pipeline located within existing public roadways to provide recycled water to several irrigation water uses within La Mirada. These potential connections include La Mirada Park, La Mirada Golf Course, La Mirada high School, Olive View Cemetery, Biola University, La Mirada City Buildings, Behringer Park, and other landscaped facilities. The expansion project is estimated to serve approximately 900 AFY of landscape irrigation needs that are currently being met by potable water sources.
Aspen assisted CBMWD with their AB 52 tribal consultation process and prepared a Mitigated Negative Declaration (MND) compliant with CEQA-Plus requirements, which was required for the project as CBMWD sought State Revolving Fund (SRF) loans. Preparation of the CEQA-Plus MND required the environmental analysis to expand beyond the typical content requirements to include information pertaining to federally designated endangered species, cultural resource protection, conformity with applicable federal air management plans, and other federal executive orders and federal regulations. Aspen also assisted CBMWD with necessary environmental analyses needed for the project funding applications.
