Hollister Oil & Gas RMP Amendment
On behalf of the Bureau of Land Management (BLM) Hollister Field Office (HFO), Aspen prepared a resource management plan (RMP) Amendment and associated EIS to guide management of oil and gas resources on BLM-administered mineral estate within the HFO.
Oil and Gas Well Stimulation Treatments in California
Under contract to the California Department of Conservation (DOC), Aspen prepared a Program EIR assessing oil and gas well stimulation treatments throughout California, as required by SB 4 as amended, which required the Division of Oil, Gas and Geothermal Resources (DOGGR) to evaluate the impacts of well stimulation treatments that may occur from either existing or future oil and gas wells, including hydraulic fracturing and acid well stimulation.
Regulatory Intervention Support
Aspen has been supporting a group of municipal generators known as the Northern California Generation Coalition as they participate in three cases being heard by the Public Utilities Commission: the General Rate Case of PG&E, the Gas Cost Allocation Proceeding (GCAP) of PG&E and the PUC’s own rulemaking for long-term gas system planning issues.
Gas-Electric Interdependencies
Aspen’s Catherine Elder was a pro bono, independent participant in the 2022-23 North American Energy Standards Board gas-electric harmonization discussions that developed 20 recommendations to prevent a recurrence of adverse electricity and natural gas price and reliability and resiliency impacts experienced during winter storm Uri in February 2022 and Elliot in December 2022.
Pacific Pipeline Project
Aspen prepared two major environmental documents, an EIR and EIS/SEIR, evaluating a proposed crude oil pipeline in southern California.
Tranquillon Ridge Project
Aspen prepared an EIR for the Santa Barbara County Energy Division on the proposed Plains Exploration and Production Company (PXP) Tranquillon Ridge Project which would involve the development of oil and gas wells from Platform Irene into the Tranquillon Ridge Field located in State waters using extending reach drilling technology.
Supporting Policy Documents
Aspen’s Catherine Elder was identified as an author of the Gas Decarbonization Chapter of the Energy Commission’s 2021 Integrated Energy Policy Report (IEPR). The IEPR is produced every two years as a policy report to the California legislature.
Gaviota Marine Terminal Project
Aspen completed this 2,000-page document in 1992 for a Joint Review Panel consisting of Santa Barbara County, the State Lands Commission, the U.S. Army Corps of Engineers, and California EPA.
