SFPP Concord to Sacramento Pipeline Project

Santa Fe Pacific Partners, LP (SFPP), an operating partner for Kinder Morgan Energy Partners, LP, submitted an application for certification for the Concord to Sacramento Pipeline Project to the California State Lands Commission (CSLC). The new pipeline would be approximately 69 miles long and would carry refined petroleum products (gasoline, diesel fuel, and jet fuel). SFPP proposed to construct and operate a new 20-inch diameter pipeline from the existing SFPP Concord Station in Contra Costa County to the existing SFPP Sacramento Station in the City of West Sacramento, California. The pipeline crosses approximately 50 waterways, with crossing widths ranging from 25- to 50-foot creeks or canal crossings to a 6,800-foot crossing of the Carquinez Strait.

The new pipeline would replace an existing 14-inch petroleum products pipeline that will be drained and cleaned for potential re-use for purposes other than petroleum products, although a portion of the existing pipeline will be used for the Carquinez Strait Crossing. The purpose of the new pipeline was to meet projected demand for petroleum products in the Sacramento, and to replace SFPP’s existing 40-year old, 14-inch pipeline between Concord and Sacramento. Both the Concord and Sacramento Stations would require station upgrades.

Aspen prepared an environmental impact report (EIR) for the proposed pipeline under contract to the CSLC. Following the publication of the Final EIR, Aspen also prepared the detailed CEQA findings that were published by the CSLC with its recommendation to approve the project.
