Aspen prepared draft environmental studies for the Harbor District considering the proposed Peoples Moss Landing Water Desalination Project, which was canceled prior to completing environmental review. The desalination plant was to serve potable water needs in the North Monterey County area as well as the Monterey Peninsula area from a site south of the Moss Landing Power Plant. Pipelines were to extend under Highway 1 and the Moss Landing harbor to intake and discharge facilities located on the Monterey Bay seabed. Aspen participated in several meetings with the National Marine Sanctuary to coordinate the NEPA process. In conducting the analysis of all environmental resource impact issues for the project site and associated onshore and offshore pipelines, Aspen also completed biological and cultural resources surveys and prepared visual simulations.
A CEQA scoping meeting was held on July 8, 2015, after the publication of the NOP. 24 written comments were received by Public Agencies, Groups & Organizations, Tribal Governments, and Private Citizens. NEPA scoping was not initiated. Aspen completed biological and cultural resources surveys and prepared visual simulations. Aspen participated in several meetings but the NEPA process never officially started.
