In 2019, Aspen was awarded a three-year $3.0 million on-call contract by the City of Los Angeles, acting by and through its Board of Harbor Commissioners to provide as-needed environmental documentation and special environmental services for projects associated with the Port of Los Angeles (POLA). Aspen has been providing a wide range of services under this contract, including third-party review of technical reports to the full suite of CEQA documentation for projects, including completing multiple Negative Declarations (IS/ND) and a Mitigated Negative Declaration (IS/MND), and will be preparing an EIR. Aspen has managed a team of technical experts for this contract, including both in-house technical staff (biological resources, cultural resources, air quality, GHG) and specialty subcontractors, to provide the POLA with any environmental or engineering expertise needed over the term of the contract. Projects under this contract include:

  • Star-Kist Historic Re-Evaluation QA/QC. Aspen, supported by Applied Earthworks, provided third-party review of ICF’s Historic Resource Assessment for the Star-Kist Plant No. 4 and Associated Star-Kist Facilities. The ICF report was thoroughly reviewed at multiple stages of report development and input was provided to ensure the analysis was accurate and concurrence with the findings was met. 

  • Innovative Barracuda Chassis Depot. Aspen prepared an IS/ND evaluating a 6.2-acre expansion of storage and maintenance operations and adding stop/start chassis operations to the Innovative Barracuda Chassis Depot. Aspen prepared the Draft IS/ND, Final IS/ND including responses to comments, as well as the Notice of Determination (NOD). 

  • Innovative New Dock Chassis Depot. Aspen prepared an IS/ND evaluating a 5.3-acre expansion of storage and maintenance operations to the Innovative New Dock Chassis Depot. Aspen prepared the Draft IS/ND, Final IS/ND including responses to comments, as well as the Notice of Determination (NOD). 

  • John Gibson. Aspen prepared a Draft IS/ND to address potential environmental impacts associated with the proposed installation of a fully paved, striped, and fenced approximately 393-stall container parking lot to be used for loading/unloading and parking of shipping containers, as well as an extensive planted landscape area. Aspen is working with the Port on preparing responses to comments received on the Draft IS/ND.

  • Berth 44 Boatyard. Aspen has been approved to prepare an Initial Study/NOP and EIR evaluating the demolition and development of an existing terminal at the Port as a boatyard. Aspen has completed a review of the project materials and data requests. The project is on hold pending applicant re-design of the project.
