Trusted Partner for Los Angeles County Infrastructure
Aspen Environmental Group is a trusted partner in delivering high-quality environmental services for complex infrastructure and planning projects across Los Angeles County and Southern California. For more than three decades, Aspen has supported cities, counties, ports, and utilities in navigating environmental regulations and advancing essential public works projects efficiently, responsibly, and transparently.
Deep Roots in Los Angeles County
Aspen has a long-standing history of supporting Los Angeles County agencies, including the Department of Public Works, Department of Regional Planning, and Los Angeles Department of Water and Power (LADWP). Our local experience includes the preparation of hundreds of CEQA and NEPA documents, technical studies, and environmental permits for energy, water, and land use projects. From the Significant Ecological Areas (SEA) Study and Santa Monica Mountains North Area Plan Update to CEQA reviews for community and infrastructure initiatives, Aspen has built an unmatched understanding of the County’s policies, planning framework, and ecological systems. Our team’s deep knowledge of local regulations enables us to streamline review processes and deliver defensible environmental documents that keep projects moving forward.
Advancing Energy and Utility Reliability
Aspen has evaluated more than 60,000 megawatts of energy generation and thousands of miles of transmission and subtransmission corridors across California, including key infrastructure that serves Los Angeles County. Aspen has and continues to provide ongoing CEQA and NEPA support for LADWP water and power reliability projects, substation and microgrid improvements, and regional energy infrastructure designed to meet California’s ambitious clean energy goals. Aspen’s team of specialists in air quality, biological resources, and land use policy help utilities like LADWP deliver complex projects that balance growth, reliability, and sustainability.
Ports and Coastal Leadership
As a long-term environmental contractor to California’s port authorities, Aspen has helped shape the environmental framework for some of the region’s most transformative coastal projects. We have served under continuous on-call contracts with the Port of Long Beach since 2009 and Port of Los Angeles since 2022. Aspen provides CEQA/NEPA documentation and technical studies for the largest ports in California and other major coastal agencies, including the California State Lands Commission. Our recent work includes the Pier Wind Terminal Development Project in the Port of Long Beach, a landmark 400-acre terminal to support the emergent offshore wind industry and California’s renewable energy transition. Aspen also prepared environmental analyses for the following projects: Eagle Rock Aggregate Terminal, World Oil Tank Installation, and Southern California Edison’s Transmission Tower Replacement.
Building Resilience Through Wildfire and Climate Planning
Aspen helps Los Angeles County agencies and communities improve resilience against wildfire and climate risks. Our wildfire mitigation and vegetation management services support projects such as the Santa Monica Mountains North Area Plan, fuel modification programs in high-risk Wildland-Urban Interface (WUI) zones, and wildfire hazard reduction in coordination with CalFire and the County’s Department of Public Works. Aspen provides biological and cultural assessments, permitting, and construction monitoring for wildfire recovery and hazard reduction projects that protect critical infrastructure and sensitive habitats. This hands-on experience with both proactive and post-fire projects ensures that our clients meet environmental and safety goals while restoring ecological balance.
Supporting Public Works and Planning at Every Scale
From energy infrastructure corridors and flood control systems to citywide general plans and zoning updates, Aspen supports public agencies at every stage of project delivery. We have managed more than 50 on-call contracts and thousands of task orders for regional and local agencies, including Los Angeles County Public Works, the City of Los Angeles Public Works Department, and LADWP. Our teams integrate environmental planning, permitting, and stakeholder engagement to deliver solutions that stand up to technical, regulatory, and community review. Aspen brings the experience and insight needed to ensure environmental compliance and long-term success.
