Dr. Hamid Rastegar is one of the original founders and current majority owner of Aspen Environmental Group. He currently serves as President and Chief Executive Officer. Dr. Rastegar has guided Aspen as President since 1991 and led its expansion from a three person firm to one of the leading environmental and energy consulting firms in the western United States. He has a Doctorate degree from UCLA and an MS degree from Florida Institute of Technology both in Environmental Science and Engineering, and a BS degree in Civil Engineering.

Chief Operating Officer
Neda Rastegar Delmont, who has served as Aspen’s Legal Counsel and Director of Human Resources for the last few years, has been promoted to be Aspen’s Chief Operating Officer (COO). Neda completed her law degree at UC Berkeley and has over fourteen years of experience in corporate legal matters.

Chief Financial Officer
Vicky Tinkjian is Aspen’s Chief Financial Officer. Vicky has been with Aspen for almost 30 years, working through the ranks from accounting staff to becoming a corporate executive officer. She has helped grow the company to its current status by offering sound financial advice and implementing state-of-the-art accounting, payroll, and project control methodologies/software.

Sr. Executive Vice President
Susan Lee is the Senior Executive Vice President in Aspen’s San Francisco office. She has over 30 years of experience and has been at Aspen for 25 years. Her expertise is in management of environmental assessment and permit evaluation for major energy and infrastructure projects (transmission lines and substations, pipelines, and electricity generation facilities) under both the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA).

Sr. Executive Vice President
Tom Murphy is the Senior Executive Vice President in Aspen’s Sacramento office. He has 25 years of experience with project management, environmental planning, impact assessment, and regulatory compliance. This includes work under National Environmental Policy Act, California Environmental Quality Act, the Clean Air Act, the Clean Water Act, the Endangered Species Act, and numerous federal, state, and local environmental regulations.

Chris Huntley has served as Aspen’s Director of Biological Resources for the last several years. He started with Aspen as a construction monitor in 1998 and his skills and work ethic enabled him to quickly become an essential team member, then a valued team leader, and now a part of Aspen’s senior management team.

Executive Vice President
Negar Vahidi started her career as an intern at Aspen in 1993 and quickly gained experience by working on Aspen’s early hallmark projects in the energy sector. She soon became a project manager and senior technical lead on projects across many sectors, including water supply, power generation, telecommunications, electric transmission, oil and gas, hydroelectric, public facilities, flood control, and energy policy.

Hedy Koczwara brings 20 years of experience managing and preparing federal, state, and local environmental, planning, and analytical documents for energy and infrastructure projects in the western United States. Her expertise includes both linear and site-specific projects such as transmission lines, pipelines, renewable and gas-fired power plants, and infrastructure development and improvement projects.

Vida Strong has extensive experience in environmental engineering and project management, with an emphasis in the application of CEQA and NEPA in analysis, permitting, and resultant mitigation monitoring of controversial development projects. She has worked with developers and agencies in the design of industrial projects that meet the objectives of the developer while minimizing environmental impacts.
