Under an environmental services contract with the City of Los Angeles Department of Water and Power (LADWP), Aspen prepared a CEQA Initial Study and Mitigated Negative Declaration for this recycled water project. LADWP proposed to construct the Taylor Yard Water Recycling Project in order to provide recycled water produced by the Los Angeles-Glendale Water Reclamation Plant to the Taylor Yard, which had recently been developed into a new public park named the Rio de Los Angeles State Park.
An important part of the City of Los Angeles’ expanding emphasis on water conservation is the concept that water is a resource that can be used more than once. Because all uses of water do not require the same quality of supply, the City has been developing programs to use recycled water for suitable landscaping and industrial uses. The project is located in the southernmost part of the City of Glendale and northeastern part of the City of Los Angeles.
