Aspen worked with San Joaquin County to guide SSJID through the CEQA process for its Plan to Provide Retail Electric Service. The irrigation district is proposing to acquire existing electric distribution facilities from PG&E and establish itself as a new electric service provider. The project would involve modification of numerous substations and power lines in the rapidly developing area. Aspen is preparing an EIR for the project.
