Under contract to the California Energy Commission Aspen assisted in completing their certification process by obtaining evaluations and permitting conditions from resource agencies that include: General Conformity analysis from the air quality districts, 404(b)(1) evaluation from the Corps, 401 Water Quality certification from the regional water quality control board, and a Streambed Alteration Agreement from the CDFG.
