Aspen is preparing an EIR to evaluate the impacts of a proposed 250 MW photovoltaic (PV) solar power plant in the Carrizo Plain, eastern San Luis Obispo County. The solar field would be constructed on nearly 2,000 acres of an approximately 4,300-acre site. Project components would also include a 3.5-acre substation and approximately 2.5 miles of new 230 kV transmission line to connect with an existing PG&E 230 kV transmission line.
