Aspen is conducting the environmental review process and preparing the EIR for the Liberty XXIII Renewable Energy Power Plant located in the southeast portion of the City of Banning in Riverside County. This power plant would be fueled by burning a mixture of biosolids and biomass. The plant would generate 15 MW of electric power for the City of Banning to help the City meet the Renewable Portfolio Standards set by the State
