Western Area Power Administration - Sacramento Area Voltage Support (SVS)
Western Area Power Administration (Western) proposes to construct a new double-circuit, 230-kV transmission line from O'Banion Substation/Sutter Power Plant to Elverta Substation/Natomas Substation. New transmission and transmission upgrades are needed to mitigate transmission line overload, reduce the frequency of automatic generation and load curtailment during the summer peak load periods, and help maintain reliability of the interconnected system operation. Subsequent to the issuance of the Record of Decision (ROD), and based on the interest of other utilities in the area and public input, Western has identified two additional routing alternatives from O'Banion to Elverta Substation identified as Routing Options A and B in the SOW.
The Supplemental EIS prepared for the Proposed Action will rely on extensive surveys, both natural resources and cultural resources that will cover approximately 30 miles with a mixture of existing ROW and new ROW including Routing Option A in the SOW. The Aspen Team will conduct biological and cultural resource surveys for project staging areas, access roads and the ROW, defined as 250-feet on either side of the ROW center line totaling a 500-foot width. Aspen will conduct natural resource and cultural resource surveys, wetland delineations, and project and contract management. Aspen will prepare the Draft and Final Supplemental EIS documents and associated documents, including a Mitigation Action Plan. Aspen will also conduct Public Involvement activities such as Public Hearing Support, website and newsletter and will conduct permitting activities.
