Department of Conservation, Division of Oil, Gas and Geothermal Resources (DOGGR) Environmental Compliance and Permitting Process Procedure Assessment

Aspen was selected by DOGGR to determine the agency's compliance with environmental laws and regulations in Kern County; DOGGR acts as the Lead Agency on most well-drilling activities in Kern County. Phase I included: an evaluation of DOGGR's permit process, including the review of over 37 environmental, policy, and permitting documents; the identification and evaluation of alternative approaches to CEQA compliance: and coordination and facilitation of five informational meetings. Under Phase II, Aspen prepared an internal draft Initial Study to evaluate DOGGR's CEQA Compliance Program.
