Demonstrating Computer-Assisted Techniques for Developing Robust Strategies for Reducing Greenhouse Gas Emissions in California. 2009.

RAND. Work is beginning on this study focused on identifying the potential for Exploratory Modeling (xM) and Robust Decision making (RDM) methods to meet the Energy Commission's goals of: 1) expanding its analytic tool box to include methodologies that more completely evaluate the effects of uncertainties on policy outcomes and 2) improving cross-functional communication and collaboration. This project will build upon the insights gained from the Scenarios Project and construct a simpler energy system model that will be amenable to exploring a larger range of future cases than the Scenarios Project. The simpler energy system model will be based on the public domain "GHG Calculator" model being developed in the so-called "Greenhouse gas modeling track" of the joint CPUC/Energy Commission proceeding (Rulemaking R0604009). Energy Commission staff, in coordination with RAND researchers will make modifications or additions to the GHG Calculator necessary to fully demonstrate the xM and RDM techniques.
