CPUC Long Term Procurement Planning Guidelines for the Scenario Analysis of Competing Portfolios, 2008-2009
CPUC, California Energy Division. The CPUC is responsible for establishing Long Term Procurement Planning (LTPP) Guidelines for the Investor Owned Utilities (IOU) biennial procurement plan submissions. Aspen serves as the consultant team project manager for the Guidelines. The Guidelines direct Investor Owned Utilities (IOUs) to present 10 year procurement plan portfolios that protect reliability while seeking to meet the State's aggressive renewable energy, energy efficiency, distributed energy, and GHG goals. The IOUs are directed to use common planning and data assumptions, to address a number of specific portfolios, and to test the performance of proposed portfolios for a number of scenarios for a number of performance metrics. They further must address the implementation challenges of competing portfolios using the 33% Implementation Analysis timeline methodology developed by Aspen as a model for demonstrating the viability of their proposed portfolios.
