Aspen's barriers and timelines analysis builds upon the Renewable Energy Transmission Initiative (RETI) renewable energy zone analysis and Aspen's extensive project level experience with generation and transmission permitting and siting in California to produce a detailed evaluation of procurement, permitting and construction time lines for building the transmission and generation needed to meet the 33% RPS goal.
