Aspen monitored mitigation implementation for Level 3 Communications' installation of a 2,000-mile fiber optic network throughout California. Aspen also prepared the supplemental CEQA compliance documentation for 25 proposed network support stations across the length and breadth of the state, eight alternate station sites, and three route changes.
