Aspen has developed a habitat equivalency approach to mitigate cooling-water intake impingement/entrainment impacts. The approach converts these impacts to habitat acreages for the purpose of establishing a dedicated fund for habitat restoration, enhancement, and preservation in the estuary, watershed, and region.
