Aspen and its subcontractor completed research and subsequent development of the ESMP for the National Training Center per the Manual for the Preparation of Installation Endangered Species Management Plans, in cognizance of the various Biological Opinions pertaining to NTC operations, and consistence with the NTC's Integrated Natural Resources Management Plan.
