Aspen and its subcontractor Stevens-Garland Associates (SGA) prepared a comprehensive traffic study that included a literature search and reconnaissance survey to determine the existing traffic volumes along State Route 127, near the City of Baker and Fort Irwin, California. An impact analysis was conducted to determine if there would be any public traffic impacts associated with potential large numbers of military vehicles crossing State Route 127 during military training exercises at the National Training Center (if the NTC's Land Acquisition of the Silurian Valley area were completed).
