Services   Air Quality Permitting and Modeling

Compliance, Impact Assessment, Air Toxics Inventory, and Health Risk-Assessment

Industrial development and land use decisions can have far-reaching air quality consequences. Their assessment under NEPA, CEQA, CAA NSR and PSD permitting, and Toxic Air Contaminant (TAC) risk assessments requires realistic modeling of impacts from pollutants, as well as innovative mitigation to protect the environment and ensure regulatory compliance. Aspen personnel have over 40 years of experience providing air quality and related services for energy, transmission, other linear infrastructure projects, and airports to government and industrial clients.

Services and Capabilities
  • Comprehensive permitting, auditing, and compliance planning for New Source Review, PSD, Title V, and TAC programs
  • CEQA/NEPA support including baseline meteorological and air quality characterization, emissions source identification, engineering evaluation, mitigation assessment, and criteria pollutant and TAC emission inventories
  • Dispersion modeling and impact analysis employing state-of-the-art agency-approved models. Emission estimating models used by Aspen staff include URBEMIS; EMFAC2002, and MOBILE6. Air quality dispersion models used by Aspen staff include; ISCST3, SCREEN3, AERMOD, CALINE4; CAL3QHC; EDMS; and OCD. Other non-air quality dispersions models used by Aspen staff include SACTI and CSVP
  • Impact mitigation, including development of control strategies, technology evaluation, and emissions offset analysis
  • Additional related services, including; noise analysis and monitoring, visual water vapor plume modeling, risk assessment/management analysis and planning, expert witness testimony, and regulatory agency support
