Desa International

Aspen staff provides air quality permitting support and compliance audits for Desa's Santa Ana, California, Harbor Boulevard. manufacturing facility. Aspen staff has completed several permit applications for new sources and the consolidation with another Santa Ana facility, as well as, providing biannual compliance audits. Consolidating the two facilities would have triggered BACT and offset requirements. Aspen identified process and material changes that lowered the VOC emission from the facility and met all BACT requirements. Other air quality work completed for Desa includes:

  • Completed a revised air quality compliance manual to incorporate all compliance issues for the consolidated facility.
  • Completed record keeping logs and emission calculation spreadsheets. Aspen has designed comprehensive spreadsheets that meet the recordkeeping requirements of the South Coast Air Quality Management District and provide fuel and coating use data necessary to complete the annual emission inventory for over a dozen separate process lines.
  • Continuing increases in production have been increasing emission levels close to the permitted maximum levels and other regulatory triggers (new process permitting and facility Title V permitting). Aspen has identified ways to reduce VOC emissions through material substitution and minor modifications to process operations to maintain emission levels below permit limits and other regulatory trigger levels.
  • Unique Aspect(s) of the project: Emission logs required determination of how to calculate daily VOC emissions from rhomboid dip tanks.
