Aspen prepared a focused EIR for this reservoir project located at the bifurcation of the East and West Branches of the California Aqueduct in southern Kern County. Aspen prepared the air quality sections for the Department of Water Resources' Tehachapi East Afterbay Project Initial Study and EIR. This effort included the estimation of construction equipment, the estimation of import and export truck traffic, and the selection of appropriate air quality mitigation measures.
