Aspen prepared the air quality analysis for an EIR to analyze the environmental impacts associated with granting a new 20 year lease of California sovereign lands to Shore Terminals, LLC. Over the term of the 20-year lease, it was determined that if onshore tank storage were to be increased, the annual vessel calls could increase over the 20-year term of the proposed lease. Thus, future tank additions could create the potential for increased emissions associated with increased wharf activity. Based on air quality emissions limits set by the Bay Area Air Quality Management District (BAAQMD), future operational emissions (both indirect and direct) were assessed to determine a throughput limitation for wharf operations. Emissions were determined based on the quantity of product transferred (total product in/out) at the marine terminal in 2000 and 2001.
