Aspen, through its former CAS subsidiary, prepared the Air Contaminant Discharge Permit (ACDP) application for Marlette Homes, Inc. Hermiston, Oregon, manufactured housing facility. This effort included a comprehensive emission source audit of the previously unpermitted operating facility, including:

• Obtaining all necessary Material Safety Data Sheets (MSDS) and equipment specifications that were not in the possession of Marlette Homes; and
• Obtaining material use information to determine the permit requirements of the facility. This company desired to remain out of the Title V permitting program, so additional consultation was provided to identify material substitutions that would both allow emissions to remain below the regulatory trigger for Title V permitting and allow desired long-term production goals.
