The California Energy Commission (Energy Commission) has the legal authority to license the construction and operation of thermal power plants 50 megawatts or larger and all their related facilities. After the power plants are licensed they are required to provide information to demonstrate compliance with the Conditions of Certification (CoCs) and may request amendments to the license. These compliance submittals and project amendments require technical review and approval for each affected environmental discipline. Aspen supports the Energy Commision Compliance and Siting Divisions by assisting in the completion of these air quality compliance reviews.
