California Energy Commission Technology, Engineering, and Project Review Studies
Aspen has completed or is currently working on the following air quality related technology, engineering, and project review studies
Natural Gas Heat Content Surge Analysis. Preparation of the staff paper "Natural Gas Quality: Power Turbine Performance During Heat Content Surge" for the Energy Commission, and presentation of the preliminary findings at the California Air Resources Board Compressed Natural Gas Workshop and a SoCalGas Technical Advisory Committee meeting. The report focused on the determination of impacts to selected northern California power plants created from a natural gas heat content surge event in June 2005.
Aircraft Traffic Safety/Plume Turbulence Analysis. Assistance in the aircraft safety review of thermal plume turbulence for the Riverside Energy Resources Center; and the Blythe Energy Power Plant and Blythe Energy Project Phase II (including expert witness testimony) siting cases. Assistance in the aircraft safety review of thermal and visual plumes of the operating Blythe Energy Power Plant.
Integrated Energy Policy Report Analysis Support. Completed technical and editorial review
for environmental performance and natural gas market outlook portions of the first (2003) Integrated
Energy Policy Report for the Governor and Legislature. Completion of the Alternatives to Transmission
chapter and overview of Transmission Planning in California in support of 2004 Integrated Energy
Policy Report Update. Preparation of the air quality section of the IEPR staff paper "A Preliminary
Environmental Profile of California's Imported Electricity" for the Energy Commission presentation
of the findings before the Commission in support of the 2005 IEPR.
Siting Constraints Workshop Support. Preparation of the staff paper "Emission Offsets Availability Issues" and preparation and presentation of the Emission Offsets Constraints Workshop Summary paper for the Energy Commission.
Greenhouse Gas Studies. Assistance in the impact assessment of greenhouse gas sequestration test cases for the WESTCARB Environmental Documentation and PIER Global Climate Change Research projects.
Air Pollution Control Studies. Assistance in completing the cost comparison on air pollution control systems minimizing use of hazardous materials, specifically determining the Relative Cost Differences Between Anhydrous and Aqueous Ammonia Systems for Power Plants.
Alternative Cooling Technology Studies. Supported Energy Commission staff for analyses of water conservation through dry cooling and hybrid cooling alternatives for the Cosumnes Power Plant and Palomar Energy Project. Coordinated and edited documentation from design engineers and other specialists.
Electricity Planning Support. Aspen is currently assisting Energy Commission staff to update and upgrade the Cost of Generation Model through technical analysis of the model inputs, evaluation of existing large gas turbine power plant performance data, and determination of information request parameters and preparation of information request for large gas turbine power plant owners.
Coastal Power Plant Study. As part of the Coastal Power Plant Study, Aspen collected and compiled air quality information on 24 coastal power plants. Data included the most recent five years of air quality emission inventory, air quality permits, Notices of Violation (NOV), Notices to Comply (N/C), and a description of the attainment status. The intent of the study was to provide sufficient background information to help identify red flag items for the California Energy Commission in order to streamline future power plant licensing processes.
