Replace Communications Facilities, Phase V
The California Department of Forestry and Fire Protection (CAL FIRE) proposed to upgrade existing mountaintop telecommunications towers, vaults, and other supporting infrastructure as required to support the State's Public Safety Microwave Network and continue to provide essential emergency communications linkages for CAL FIRE'S fire protection and emergency response command and control throughout the State. On behalf of California Department of General Services (DGS), the CEQA lead agency, Aspen assisted with the environmental permitting and surveys at the following 7 CAL FIRE communications facilities: Sierra Vista in Calaveras; Mount Oso in Stanislaus; Chalk Mountain in Santa Cruz; Pratt Mountain and Mount Pierce in Humboldt; Bunchgrass in Shasta; and Banner Mountain in Nevada Counties.
La Mirada Recycled Water Expansion Project
The Central Basin Municipal Water District (CBMWD) is undertaking an expansion of their existing recycled water system south of Santa Fe Springs into the City of La Mirada to serve irrigation needs.
SCE Transmission Tower Replacement Project
Aspen prepared an EIR on behalf of the Port of Long Beach (POLB). Southern California Edison (SCE) proposes to replace a series of transmission towers that cross the Cerritos Channel within the POLB and replace them with taller towers to provide sufficient vertical clearance for safe navigation of larger ships.
San Bernardino Renewable Energy and Conservation General Plan Element
San Bernardino County Land Use Services Department has used its RECPG funds to prepare a Renewable Energy and Conservation Element for its General Plan.
Inyo County Renewable Energy General Plan Amendment
Inyo County has used its Renewable Energy and Conservation Planning Grants (RECPG) Program funds to develop a Renewable Energy General Plan Amendment (REGPA) to include policies for facilitating and locating renewable energy development in the County.
Imperial County Baseline Inventory Report for the Conservation and Open Space Element Update
The County of Imperial was the recipient of a California Energy Commission Grant on July 15, 2013, to update the existing “Geothermal/Alternative Energy & Transmission Element” of the General Plan.
San Luis Obispo Renewable Energy Streamlining Program
In February 2014, Aspen, as a subcontractor to PMC, prepared the County of San Luis Obispo Renewable Energy Streamlining Program (RESP) Opportunities and Constraints Technical Study (OCTS).
Sawtooth Ridge Communications Tower Project
Aspen prepared a Mitigated Negative Declaration for the replacement of the existing Sacramento Mountain telecommunications facility with a new enhanced radio communications system at Sawtooth Ridge located 12 miles south-southwest of Needles, California.
World Oil Tank Installation Project
Ribost Terminal LLC, DBA World Oil Terminals (World Oil) proposes to construct and operate two new 25,000-barrel internal floating roof petroleum storage tanks within the existing World Oil Terminal within the Northeast Harbor Planning District (District 2) at the Port of Long Beach.
Gas-Electric Interdependencies
Aspen’s Catherine Elder was a pro bono, independent participant in the 2022-23 North American Energy Standards Board gas-electric harmonization discussions that developed 20 recommendations to prevent a recurrence of adverse electricity and natural gas price and reliability and resiliency impacts experienced during winter storm Uri in February 2022 and Elliot in December 2022.
Pacific Pipeline Project
Aspen prepared two major environmental documents, an EIR and EIS/SEIR, evaluating a proposed crude oil pipeline in southern California.
Thousand Palms Flood Control Project
The Thousand Palms Flood Control Project consists of a series of levees and channels to convey flood waters away from developed areas, thereby providing flood hazard protection to the community of Thousand Palms.
Tranquillon Ridge Project
Aspen prepared an EIR for the Santa Barbara County Energy Division on the proposed Plains Exploration and Production Company (PXP) Tranquillon Ridge Project which would involve the development of oil and gas wells from Platform Irene into the Tranquillon Ridge Field located in State waters using extending reach drilling technology.
Transpacific Fiber-Optic Cables Project
Aspen prepared an environmental impact report (EIR) for a project consisting of the installation of four fiber-optic cable systems across the Pacific Ocean. The cable systems will connect the United States to various Pacific Rim locations, such as Southeast Asia, China, Australia, and Japan.
