Aspen has been awarded four consecutive IDIQ contracts by the Los Angeles District of the U.S. Army Corps of Engineers (USACE) to provide miscellaneous environmental studies and analytical documentation services, including CEQA, NEPA, and Endangered Species Act compliance services, for various civil works and military projects. Since 1995, when Aspen was awarded its first contract with the Los Angeles District, Aspen has been assigned over 120 delivery orders. Under these contracts, Aspen has completed a wide variety of planning, survey, and environmental compliance assignments across the southwestern US. Projects included flood control, navigation, shore protection, ecosystem restoration, military facilities, and miscellaneous government facilities. Services provided by Aspen have included NEPA documentation, biological surveys and reports, biological assessments, mitigation plans, water and sediment testing, functional assessment of wetlands, revegetation plans, habitat evaluations, and mitigation monitoring. In addition, Aspen has been awarded numerous additional task orders by the USACE under a General Services Administration contract, and has worked on numerous additional USACE task orders under subcontract to engineering and planning prime contractors.
Under recent contracts, Aspen participated in several congressionally authorized projects, including the Santa Ana River Project, Murrieta Creek Flood Control, Environmental Restoration, and Recreation Project, Port of Los Angeles Channel Deepening Project, Matilija Dam Ecosystem Restoration Project, Whitewater River Basin Flood Control Project, and Las Vegas Master Plan for Flood Control Facilities. Examples of services provided to the USACE include preparation of EIS and EA documents, vegetation mapping, habitat evaluations, habitat management plans, sensitive species surveys, and construction monitoring. Aspen has assisted the USACE in compliance with a variety of federal environmental regulations, including the Clean Air Act, Clean Water Act, Endangered Species Act, Coastal Zone Management Act, and various Executive Orders. Aspen has also supported the USACE in consultation and coordination with federal and State resource agencies during both project planning and construction.
