Aspen has been supporting a group of municipal generators known as the Northern California Generation Coalition as they participate in three cases being heard by the Public Utilities Commission: the General Rate Case of PG&E, the Gas Cost Allocation Proceeding (GCAP) of PG&E and the PUC’s own rulemaking for long-term gas system planning issues. In the GCAP, the generators are seeking a rate design that is more similar to that of a group of generators connected to “backbone” (very large pipelines) gas transmission service. This modified rate design would result in the municipal generators units that have more efficient heat rates operating to produce electricity more often. This, in turn, reduces greenhouse gas emissions in California and lowers electricity prices. Aspen helped craft public testimony describing the generators’ proposal and participated in settlement negotiations that ultimately resulted in PG&E and opposing parties agreeing to a rate design and other items congruent with the generators’ positions.
